Rosy Hodge catches up with Commissioner Kieren Perrow, who explains the circumstances leading to a re-surf between Mick Fanning and Kanoa Igarashi. Fanning and Igarashi were involved in a priority battle that opened their Round Three heat, forcing the judging panel and commissioners' office to make a quick decision on a new rule implemented after the conclusion of the Billabong Pro Tahiti. Upon review, a re-surf was ordered and the two surfers will kick off the action first thing Thursday morning, prior to Round Four of the Hurley Pro.
